POSITION:    OPERATIONS MANAGER

REPORTS TO:  Board of Directors: Headwaters Cooperative Recycling Inc.

ASSIGNED DUTIES AND TASKS:

Under the general supervision and direction of Headwaters Cooperative Recycling, Inc.’s Board of Directors, this position manages and monitors the collection and marketing of recyclable commodities for Headwaters Cooperative Recycling Inc.  The individual hired to this position must possess an understanding of recycling methods and the process of marketing recyclable commodities. The Manager is responsible for maintaining the overall effectiveness of the program by working with the Board to develop and implement an effective and efficient management and operational plan.  The Manager develops and monitors the HCRI budget; prepares clear and concise reports and summaries and develops and executes required agreements and contracts.

 

The Manager performs a variety of supervisory, administrative and professional duties in organizing, directing and managing the operation of Headwaters Cooperative Recycling Inc. (HCRI).   The Manager supervises all HCRI operations and employees directly or through contracts approved by the Board; determines employee work assignments; prepares work schedules and expedites workflow;  assigns specific job duties and examines work for exactness and conformance to policies and procedures; evaluates and disciplines staff based upon staffing patterns approved by the Board. The Manager studies and standardizes procedures to improve efficiency of contractors, employees, and effectiveness of operations. The Manager prepares plans and specifications, bidding documents and creates selection criteria for public contracts and provides oversight assigned projects to ensure contractor compliance with time and budget parameters for the project.  The Manager is responsible for developing and implementing safety procedures that include a safety manual, safe operation of equipment and ongoing safety training of employees in adherence with OSHA regulations.

 

The Manager assists the Board of Directors in conducting public relations for the HCRI by maintaining regular contact with City, County, State and Federal agencies, professional and technical groups and the general public regarding activities and services. The Manager is required to give public presentations and must be able to communicate effectively both in writing and verbally in a manner which displays energy and enthusiasm for recycling and creativity with projects and fundraising efforts. The Manager is required to prepare and submit grant and other funding applications to support project activities. The Manager provides oversight of the corporation WEB site to insure that information is representative of the approved goals and objectives of the Board. The Manager also assists the Board with the planning and facilitation of a bi-annual conference.

 

Position requires travel to sites and meetings.  Position is on call 7 days a week and may receive early morning, late evening and weekend calls.  Must maintain confidentiality of sensitive information. Must effectively and positively deal with unhappy or upset persons.  Position requires ability to explain clearly and persuasively the needs and goals of HCRI.  The Manager must be able to diagnose problems and derive workable solutions within the management plan approved by the Board of Directors. The Manager will be required to conduct feasibility studies to evaluate the cost effectiveness and operational efficiency of any new entities requesting to join HCRI. Must be capable of computer usage and applicable software necessary to perform bookkeeping, payroll, reporting, minutes of board meetings, etc. for the Corporation. Must be skilled in parliamentary procedures (Roberts Rules of Order) as it pertains to participating in official Board meetings. Performs other duties as assigned by the Board.

KNOWLEDGE: This position requires knowledge of bookkeeping, accounting and recordkeeping policies and practices and a general business management practices.  The required skills are typically acquired through a combination of education and experience equivalent to an Associates degree in business management or a directly related field and three years of related work experience.   Public speaking experience is required. Must possess a Montana Drivers License.
